- The Not-So-Special Interests: Interest Groups, Public Representation, and American Governance
Forthcoming from Stanford University Press in 2012, the book explains why certain public groups, such as Jews, lawyers, and gun-owners, develop substantially more representation than others and why certain organizations, like the National Rifle Association, become the presumed spokespersons for these groups in all types of media and all branches of government.
- The Politics of Policy Change
I content analyze hundreds of books and articles covering the history of American national public policy in one of fifteen issue areas. The goal is to aggregate explanations for federal policy change since 1945.
- Michigan Policy Network
I oversee an online network on state public policy issues with regular reporting and background
research conducted by undergraduates. Please check out the site.
- Campaigns & Elections: Rules, Reality, Strategy, and Choice
With three co-authors, I have written a textbook on contemporary campaign strategy and public response to campaigns. The book is forthcoming from W. W. Norton in 2011.
- Win The Right
Way
I have written and helped edit a book on campaign strategy for local
politicians. The book includes advice from professional consultants along
with information on all major aspects of local campaigns, including the logistics,
ethics, and strategy of running for office. It is available online and
in print from the Berkeley Public Policy Press. The project was funded by the
Pew Charitable Trusts.

California Commission on Internet Political Practices
I authored the signature report
for a panel commissioned by the California state legislature to investigate regulation
of online political activity. Our research included a 50-state survey
of regulatory agencies and an index of the potential regulatory implications
of online political activity.
